It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember.

Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.

As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.

In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.

To Prepare:

· Review the agenda priorities of the current/sitting U.S. president and at least one previous presidential administration.

· Select an issue related to healthcare that was addressed by two U.S. presidential administrations (current and previous) in this case (The opioid epidemic see discussion post attached for references and continuation of topic).

· Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of their staff for inclusion on an agenda.

· Use your Week 1 Discussion post to help with this assignment.

The Assignment: (1- to 2-page Comparison Grid, 1-Page Analysis, and 1-page narrative) with a title page. This is an APA paper. Use 2-3 course resources and at least 2 outside resources.

The major agendas during the presidential campaigns have majorly focused on population health. One of the major health topics for the presidential campaign has been the opioid epidemic. The issue of the opioid epidemic has caused a great impact on the health of Americans for a long and recently in 2019, about 50,000 people died from opioids as a result of overdoses in 2019 (Knopf, 2020). The misuse and the addiction of this drug is increased by the prescription practices for the reduction of pain among patients and synthetic opioids.

The declaration of the opioid as a national public health emergency was made by Trump in 2017. Nevertheless, beyond this announcement, nothing was done to help in addressing this epidemic. The Office of the National Drug Control Policy was not fulfilled and even the White House never moved to allocate funds required to bring some differences (American Oversight, 2020). The current President is planning to end the opioid crisis by planning to make sure that there is access to high-quality healthcare services. These quality services include substance use disorder treatment and mental healthcare services (Knopf, 2020).

How to handle the situation based on personal perception

Efforts are being made by the current President to address the issue of the opioid crisis even though the previous president made little effort to address it. Even though President Obama designated the substance use disorder treatment and mental health services as part of the essential benefits that should be considered by the insurer; there is still a need for further efforts (National Academies of Sciences, Engineering, and Medicine, 2017)). It is also crucial to promote the understanding of the members of the public about the epidemic by adopting public health surveillance, offering support for the cutting-edge research on pain and addiction, and the advancement of the practices used in pain management.

I was asked to discuss political constraints on policy change, using this model of agenda-setting that people have
talked about. So I am going to do three things today. First, I am going to give you a brief sketch of this model.
Second, I will give you an illustration of it by talking about the way deregulation emerged in the field of
transportation. Third, I will discuss some implications that will get me back to this issue about whether change takes
place incrementally or in big lumps all at once.

So first, the model. It is contained in this book that is in your handout called Agendas, Alternatives and Public

Policies, 1 and it is based on a lot of empirical research in health and transportation policy. Today, I am just going

to sketch a few concepts out of it, and then refer you to the book for the rest.

What I want to understand, and what all of us want

KEY TERMS

Advanced practice registered nurse (APRN): A registered nurse with an advanced
degree in nursing, certified by a nationally recognized professional organization.
The four types of APRNs are nurse practitioner (NP), clinical nurse specialist
(CNS), certified nurse–midwife (CNM), and certified registered nurse
anesthetist (CRNA).

Canons: Rules of thumb, or guidelines, typically used by courts to interpret and rule
on disagreements between policy and public law.

Healthcare provider professionals (HCPs): Registered nurses, advanced
practice registered nurses, physicians, pharmacists, dentists, psychologists,
occupational and physical therapists, dieticians, social workers, and physician
assistants, and others who are licensed or authorized by a state or territory to
provide health care.

Policy: A consciously chosen course of action: a law, regulation, rule, procedure,
administrative action, incentive, or voluntary practice of governments and other
institutions.

Policy process: A process that involves problem identification, agenda setting, policy
design, government/organizational response, budgeting, implementation, and
evaluation of the policy.

Political determinants of health (PDoH): Political forces, ideologies, processes, and
decisions that determine the health of individuals and populations.

Political power: Political and social sciences refer to executive, legislative and
judicial powers. For our purposes, common types of governmental powers
exerted on health professionals and health programs are coercive power,
blocking power, and purchasing power, which influence what nurses can and
cannot do as well as the environments in which nurses work.

Politics: The process of influencing the allocation of scarce resources.
Public policy: A program, law, regulation, or other legal mandate provided by

governmental agents; also includes actual legal documents, such as opinions,
directives, and briefs, that record government decisions.

Rules and regulations: Instructions authorized by specific legislation detailing
the actions to be taken to implement that legislation. They are developed by
government agencies, often with the assistance of experts such as registered
nurses.

Statutes: Written laws passed by a legislative body. They may be enacted by both
federal and state governments and must adhere to the rules
